Buyer-side cottage comparison · Kyiv and oblast

Compare cottages by what inspectors verify

One ledger per property: utilities, access road, documents, risk. A line is Verified only when a named source confirmed it on a stated date; otherwise it stays Reported.

  • Utilities provider-confirmed capacity and connection terms
  • Access road surface, width, seasonal passability, right-of-way
  • Documents title, cadastral record, readiness to close

Inspections are a limited visual review of accessible areas at the time of visit. Not a structural, environmental, title or valuation report.

Comparison ledger

Five columns, one status vocabulary

Every cottage we look at sits in the same ledger. Each cell names its source and the date of the check, so a buyer can tell what was confirmed from what was only said.

Verified Confirmed with the named source on the stated date. Reported Stated by a seller, agent or listing, not independently confirmed. Open No confirmation yet. The question stays on the list.

Inspection evidence notes

One note shows the finding, the stamps, and the next check

Each note records what an inspector saw and which documents support it. Statuses stay explicit, so a reported detail is never presented as verified.

Access road to a rural cottage with damp gravel and wheel ruts under overcast light

Finding: The visible surface is passable in dry weather, with wheel ruts near the gate. The right-of-way is referenced in the land extract, but maintenance obligations need written confirmation.

Utilities: provider confirmed capacity, 12 March 2025 Access: seasonal surface, right-of-way referenced Documents: land extract reviewed

Next check: ask the local council for the road maintenance schedule and confirm the shared-cost arrangement in writing.

Scope

What the comparison covers, and where it stops

Included in every comparison

  • Utilities review. Capacity and connection status confirmed with the named provider where a document exists, otherwise marked as reported.
  • Access assessment. Surface, width, seasonal passability and the referenced right-of-way, checked on site and against the file.
  • Documentation support. Land title, technical passport and permits listed with a status stamp and the next step for each.
  • Evidence ledger. The same five columns for every cottage, so a weaker property cannot hide behind a better layout.

Tell us which cottages you are weighing and we will set the columns, then book the visits.

Documentation readiness

Read the papers in order, before the price talk

A cottage can pass an inspection and still stall at the notary. This timeline shows what we read, in what order, and what stays unconfirmed at each stage.

See the full documentation timeline

  1. Ownership extract

We match the registered owner on the extract with the person signing the sale, and record the issue date.

Verify next: liens, mortgages, or seizures registered on the same plot.

    Verified
  2. Land plot title and cadastral number

Cadastral number, designated use, and area are compared against the surveyed boundary plan held by the seller.

Verify next: boundary overlap and any pending land allocation decision.

    Reported
  3. Utility connection agreements

Electricity capacity and gas supply are stated by the seller or agent; provider confirmation is requested separately.

Verify next: named provider, contracted capacity, and the date of confirmation.

    Reported
  4. Access right-of-way wording

Road surface, width, and seasonal passability are noted on site, then compared with the referenced right-of-way.

Verify next: maintenance obligation and whether the route is shared.

    Verified
  5. Technical passport and built area

Finished area and outbuildings are checked against the technical passport; unpermitted extensions are flagged.

Verify next: any completion certificate still missing for the extension.

    Reported

Status vocabulary, used the same way on every property: Verified means confirmed with the named source at the stated date. Reported means stated by a seller, agent, or listing and not independently confirmed. Documentation support does not replace legal, tax, or valuation advice.

Inspection limits

What a cottage inspection cannot confirm

A visit covers accessible areas on the day it happens. The points below stay outside that scope, so you can see exactly where our evidence stops and yours begins.

  1. Structural condition

Limited visual review of visible walls, floors and ceilings. No core sampling, no foundation exposure, no load calculations and no hidden-cavity opening.

  2. Environmental checks

No radon, soil, water-quality or asbestos testing. Those samples need separate accredited laboratories and a written sampling plan.

  3. Title and ownership

We read the documents you or the seller supply. We do not confirm title, encumbrances or boundary geometry; that sits with a notary and a geodetic survey.

  4. Valuation and price

No appraisal, no rental-yield forecast and no advice on the price level. Our ledger records what was found, not what a cottage should cost.

  5. Utility capacity

Provider-dependent and document-dependent. “Electricity: provider confirmed capacity on 12 March 2025” is the strongest statement we make. Anything else is recorded as Reported.

  6. Access roads

We log visible surface, width and seasonal passability, and quote any referenced right-of-way. We do not guarantee year-round entry in every weather condition.

Next step

Send the shortlist. We open the file first.

Tell us which cottages you are comparing. You get one ledger row per property with utilities, access road, documents and risk, each entry stamped Verified or Reported with its source and date.

  • Utility capacity confirmed with the named provider, or shown as unconfirmed
  • Access road condition noted on site and cross-checked against right-of-way documents
  • Inspection limits written down before anyone drives out
