Process overview

From shortlist to a written evidence note

Five steps, one set of columns: cottage, utilities, access, documents, risk. Each step ends with something you can read and check yourself.

  1. 01

    Shortlist against your criteria

You send a budget, a region and the non-negotiables, such as mains gas, a paved approach or a clean ownership record. We return a shortlist where every cottage is described in the same five columns.

Result: a shortlist you can read side by side.

  2. 02

    On-site visit, within stated limits

A visit is a limited visual review of accessible areas at the time of the inspection. It is not a structural, environmental, title or valuation survey, and the note says so up front rather than after a purchase.

Result: dated observations, not guarantees. See inspection limits.

  3. 03

    Utility and access review

Utility checks are provider-dependent and document-dependent, so each line names its source and date. Access is recorded as visible condition plus the referenced right-of-way, including surface, width and seasonal passability.

Result: one status per service. Details on utility and access review.

  4. 04

    Documentation review

We list what the seller supplied, what we could confirm and what is still missing, then rank the gaps by how much they block a decision. We do not draft or certify title documents for you.

Result: a gap list with named owners. Timeline on documentation support.

  5. 05

    Evidence note and next checks

You get one note per cottage with the same stamp row, one sentence on the finding, and a short verify-next line for the questions only a lawyer, provider or engineer can close.

Result: a comparison you can act on. Start with a shortlist request.

Status terms: Verified means confirmed with the named source at the stated date. Reported means stated by a seller, agent or listing and not independently confirmed. Review marks an open question that still needs a check.

Method / Utilities and access

Cottage utility check and access road review

Every cottage in the ledger is reviewed against the same utility and access road checklist. Results depend on what the provider confirms and what documents are produced at the time of the visit, so a status can change between the inspection date and the purchase date.

Utilities

Sample statuses from one review, dated 12 March 2025
ServiceStatusBasis
ElectricityVerifiedProvider confirmed capacity on 12 March 2025; meter read logged.
GasNot confirmedNo provider confirmation received; seller states a connection exists.
WaterReportedShared well and maintenance terms stated by the seller, not checked.
SewerReportedSeptic tank seen on site; service contract not produced.

Access road

  • Surface and widthGravel, single lane
  • Seasonal passabilityReported by seller, winter untested
  • Maintenance contextUnclear, no agreement seen
  • Right-of-wayReview referenced in deed extract

Access is recorded as visible condition plus document review. A passable road on the visit day is not a guarantee of year-round use.

Status vocabulary

Verified
Confirmed with the named source at the stated date.
Reported
Stated by a seller, agent, or listing but not independently confirmed.
Not confirmed
No answer from the provider or no document produced before the report date.

Inspection limits: a limited visual review of accessible areas at the time of the visit. It is not a structural, environmental, title, or valuation survey, and utility capacity can only be confirmed by the provider.

Next in the method: documentation timeline or request an inspection.

Documentation timeline

From paper intake to notary signing

The order below is what we usually see on cottage purchases in Kyiv region. Dates depend on the register, the notary and how fast the seller answers, not on the day of our site visit.

  1. Step 01

    Document intake

We collect the extract from the state register, the ownership document, the cadastral plan and the seller's ID. Missing papers are listed as missing, never assumed to exist.

Reported Copies supplied by the seller. Not yet checked against a registry.

  2. Step 02

    Title and encumbrance check

A lawyer compares the ownership chain with the register of rights, the encumbrance register and the court register. Each finding carries the registry name and the check date.

Verified Confirmed with the named registry on the stated date.

  3. Step 03

    Land and building match

The cadastral number, the plot boundaries and the building area are compared with the technical passport. Unregistered extensions are flagged before the notary appointment.

Pending Waiting on an updated technical passport from the seller.

  4. Step 04

    Notary preparation

The notary drafts the sale and purchase agreement, checks capacity and consent, and requests spouse or co-owner approval where the title requires it.

Verified Appointment confirmed with the notary office.

  5. Step 05

    Signing, registration and handover

After certification the right is registered, the handover act is signed and utility accounts are transferred. Keep the registration extract and the act together.

Pending Follow-up items tracked until the extract is issued.

What the lawyer or notary handles

  • Ownership chain and encumbrance review against named registries
  • Agreement drafting, consent checks and certification
  • State registration of the right after signing

What we do not do

  • We do not issue title opinions or legal representation
  • We do not guarantee a clean title or a bank valuation
  • We do not replace the notary or the state registrar

Inspection limits

What a visit can and cannot confirm

Each inspection is a limited visual review of accessible areas at the time of the visit. We record what we saw, name the source behind every line, and leave the rest marked as open.

Scope of the review

  • 01Visual, not structural. Cracks, damp, and roof wear are written down as observed, not diagnosed. No engineer conclusion is issued.
  • 02Accessed areas only. Rooms, roof voids, and plots we could reach are reviewed. Sealed voids, neighbouring land, and buried services stay out of scope.
  • 03One date, one condition. The finding describes the property on the day of the visit. Weather, tenants, and later works can change it.
  • 04Providers answer, we relay. Utility capacity is confirmed by the provider or the document, never by us on site.

Status vocabulary. Verified means confirmed with the named source at the stated date. Reported means stated by a seller, agent, or listing and not independently confirmed. Open means no source has answered yet.

Next step

Send the property address. You get a ledger row, not a brochure.

Tell us which cottage you are considering and what you already know about its utilities, access road, and documents. The first reply lists which checks we can run and which we cannot.

  • Included: limited visual review of accessible areas at the time of visit, provider calls on utilities, a document read-through, and one written risk line.
  • Not included: structural, environmental, title, valuation, or legal opinions. Those stay with licensed specialists.

Or write to contact@fitneerspro.com or call +380 982 404 2757. Replies on business days, Kyiv time.
